Cecil Harvey was a Dark Knight for the Baron Empire, also former Captain of the Red Wings airship fleet. Throughout the beginning of Final Fantasy IV, he remains conflicted over his committed atrocities and duty to Baron. After speaking out, he suffers a demotion and deflects. He later seeks redemption for the crimes he committed, traveling to Mt. Ordeals for this purpose. After overcoming trails, he faces the dark version of himself. Suceeding, he renounces the Dark Sword and becomes a Paladin.
In World B, he is aware that Kain is his friend and that Golbez is his brother.

So when did Cosmos call Cecil to World B? We can rule out anytime during The After Years: Final Fantasy IV. In that game, he’s crowned King of Baron, marries Rosa, and fathers Ceodore. Yet, he knows none of that in World B.

Likely, Cosmos calls Cecil to World B sometime after his trials at Mt. Ordeals. In World B, he’s able to switch between his Dark Knight and Paladin forms. So then, he couldn’t have arrived in World B before waking up in the Mist village. Prior to regaining conscious, Rydia attacks him and Kain with Titan. Yet, he couldn’t have arrived in World B before waking up before waking up on the shores near Mysidia, after Leviathan attacks their ship.
