Garland (Chaos) transformed Zemus into Zeromus, Exdeath into Neo-Exdeath, and created Cloud of Darkness and Necron.
I’ve always thought that Garland (Chaos) became the ultimate evil, and is responsible for creating and transforming most of the “random” beings of evil throughout the series (Cloud of Darkness, Zeromus, Neo Exdeath, Necron, etc).
Garland, the first Final Fantasy boss, doesn’t receive as much character development as Sephiroth or Kuja. Yet, he may be exponentially stronger. In Final Fantasy I:
Garland tells the Warriors of Light that the power of the Four Fiends in the present sent him to the past when he was on the brink of death after his defeat, and Garland then sent the Four Fiends in the past to the present. By this, Garland has created a time loop that will allow him to live forever.
It’s unclear how Garland manipulated time, but doing it shows his command over magic.
Garland absorbs the Fiends’ power and transforms into Chaos to do battle with the heroes. However, Chaos is defeated and the time loop is broken, restoring the land . The epilogue states that a restored Garland will await the Warriors of Light as they travel back to the present, though it is unclear if he has reformed into the honorable knight he once was.
And as Chaos, Garland had “had sealed summons away in the interdimensional rift.” Garland is a really powerful villain, but is he actually responsible for creating the final bosses of all the other Final Fantasy games?
Garland is most likely not responsible for creating Emperor, Kefka, Sephiroth, Ultimecia, and Kuja. But then what of the monsters?
Cloud of Darkness’s existence is a mystery, and it resides in the Void, and manifests after “due to the imbalance between light and dark”. The Cloud of Darkness exists and not exists at the same time. What about Zemus/Zeromus? Zeromus “is the spirit and hatred of Zemus” that “materializes out of his corpse”. Exdeath, the culmination of many evil souls, becomes Neo-Exdeath after it is clear he cannot control the Void. And Necron, while a mystery, exists beyond the living.
Many of these villains have one thing in common: the Void. Cloud of Darkness, Exdeath and presumably Necron reside in the Void. Zeromus is void of all goodness. Garland, as Chaos, could have been created, or at least advanced, their existence through manipulating the Interdimensional Rift.
