Shantotto is the former Minister of the Orastery. She’s also a hero from the Great Crystal War, from which she delighted in participating.
She finds herself in World B, protecting Cosmos – singlehandedly! But how did she arrive at World B? Probably through concocting a new warp spell, called Warp II. The spell can cast groups to their Home Point. But in Shantotto’s case, it was likely to have sent her to another dimension.
Of course, she later attempts to perfect interdimensional travel. In Final Fantasy XI: A Shantotto Ascension – The Legend Torn, Her Empire Born, she arrives in an alternate universe. Here, she attempts to take over the alternate Vana’diel. She doesn’t succeed, of course. Yet, could this spell take her to World B?
Likely. In Curses and Hopes of Yore, she expresses how things might be getting out of hand:
Shantotto: “(Oh, how did I get myself in such trouble? I need to find help soon, on the double.)”
While she understands that with every floor Cosmo’s Warriors come closer to her, she realizes she’s out of her elements. She lets her cool exterior drop, if only to herself.
Shantotto: “…Oh! Why are you just standing there like you’ve won? Your work here is far from done!” (Oho, much better than I–) Ahem! Just some personal musings. Carry on!”
Of course, she lets on that she probably knows the way out, along with her way around World B. She was Cosmo’s sole protector. And while in World B, she figured she might as well protect Cosmos.
