This was part of a wider containment policy, with the stated aim of stopping the spread of competition. The Wutai government fought to reunify Wutai and viewed the conflict as a colonial war.
Gradual withdrawal of Shinra SOLDIERs began as part of “Wutaization”, which aimed to end Shinra involvement in the war. Despite the Shinra Peace Accord, signed by all parties, the fighting continued. Direct Shinra military involvement ended in 0000. The war exacted a huge human cost in terms of fatalities. Estimates of the number of Wutai soldiers and civilians killed by Sephiroth vary from 800,000 to 3.1 million.
